Check in and out at work (CIAO) replaces Checkinatwork for ready-mix concrete deliveries on 1 April 2027, according to the RSZ (the Belgian National Social Security Office). From that date, every mixer driver and pump operator who delivers to a site worth EUR 500,000 or more (excluding VAT) must register when they arrive and when they leave. They register themselves, in real time. The employer can no longer register them the day before. The IN and OUT duty comes from the Programme Law of 30 May 2026. The start date comes from the RSZ, which says more practical details will follow.
Suivo supports Checkinatwork for concrete suppliers today with an app, a site pole or the vehicle black box, and reports Check in at Work registrations directly to the RSZ. From 1 April 2027, when ready-mix moves to Check in and out at work, Suivo registers CIAO through the same connection. Talk to us about setting up your mixers and pumps for April 2027.
What changes for ready-mix deliveries on 1 April 2027?
Today, ready-mix deliveries fall under Checkinatwork. That system asks for one registration per day, made before the person starts work, and an employer or contractor can make it on behalf of the worker. On 30 July 2026, the RSZ announced that works on immovable property (except cleaning) and ready-mix delivery move to IN and OUT registration from 1 April 2027. From that date, this work can no longer be registered in Checkinatwork.
The Programme Law of 30 May 2026 (articles 124 to 131) and the RSZ’s Check in and out at work page describe the new rules:
| Checkinatwork (until 31 March 2027) | Check in and out at work (from 1 April 2027) | |
|---|---|---|
| What is registered | Presence, once a day | Each arrival (IN) and each departure (OUT) |
| When | Before work starts | In real time, at the moment it happens |
| Who registers | Employer, contractor or the worker | The worker, self-employed person, temp or trainee |
| Registration in advance | Allowed | Not allowed |
| Threshold | Sites of EUR 500,000 or more, excluding VAT | Unchanged |
The Programme Law only mentions arrival and departure. The RSZ’s general CIAO page says rest breaks must also be registered, but that text was written for cleaning. The RSZ has not yet confirmed whether this applies to work on immovable property. Cleaning is different: that sector has registered start, end and rest breaks since 1 September 2024.
Which deliveries are in scope, and which are not?
Normally, a delivery without placement is not “work on immovable property”. The RSZ questions and answers (written for Checkinatwork) make one exception: since 1 April 2019, the delivery of ready-mix concrete, with or without placement, is in scope. The RSZ announcement confirms that ready-mix delivery is also in scope of Check in and out at work.
| Person on site | Registration required? |
|---|---|
| Driver of a concrete mixer | Yes |
| Operator of a concrete pump | Yes |
| Truck driver who only delivers other goods (bricks, steel, prefab) | No |
| Parcel courier or supplier’s driver | No |
| Asphalt supplier who only delivers | No |
| Asphalt supplier who helps to lay it | Yes |
| Driver of the van that brings workers to the site | No |
| Tower crane fitters setting up the site | No |
Two checks before you decide a delivery is in scope:
- Is the site above the threshold? The EUR 500,000 limit (excluding VAT) refers to the total value of the works at that site, not to the value of your concrete order.
- Is there a declaration of works? Ask the contractor for the declaration number. From April 2027 it is part of every registration.
The RSZ has not yet published an updated FAQ for Check in and out at work in construction. Check the RSZ page again before you finalise your procedures.
Who registers: driver, pump operator, supplier or contractor?
Under Check in and out at work, the person who does the work registers. The federal Working in Belgium portal sets out the current rules, written for the cleaning sector:
- Employees, self-employed people, temp workers and trainees register their own presence at the workplace, in real time.
- The employer or contractor cannot register in advance. It must provide a registration device that works with the registration system on site, and tell staff how to register.
- A contractor provides a registration system to its subcontractors, or agrees with them on another registration method.
- A self-employed person who uses subcontractors has the same duties as an employer.
- For temp workers, the user company provides the registration device or arranges the registration method.
- Errors: a worker reports a wrong registration to the employer within 30 days. The employer asks the RSZ to correct it within 30 days of the registration date, with supporting documents.
For a ready-mix operation, this means:
| Role | What to prepare |
|---|---|
| Concrete plant (employer of the driver) | A registration device per driver, a short instruction, and a check that every trip has an IN and an OUT |
| Independent mixer driver | Registers himself; agree in the contract which method he uses |
| Pump rental company | Same duties as the plant for its own operators |
| Declaring contractor | Shares the declaration number and agrees the registration method with suppliers on site |
How does check-out work when a truck waits or leaves?
The law is clear on the principle: each arrival and each departure is registered, in real time, by the worker. For a mixer driver, a normal day may look like this:
1. Arrives at the site: IN.
2. Waits, then pours, or the pump operator takes over.
3. Leaves the site with an empty drum: OUT.
4. Returns with the next load: a new IN, and later a new OUT.
A driver who makes three trips to the same site should therefore expect three IN and OUT pairs. The RSZ has not yet explained edge cases, such as a truck waiting in a queue outside the site entrance, or a driver who leaves for ten minutes to rinse the drum. Do not guess: write your own rule once the RSZ publishes its guidance, and train drivers on it.
What you can do now:
- List your sites above EUR 500,000 and ask each contractor for the declaration number early.
- Decide how a driver checks out when the site is busy, gloves are on and the phone is in the cab.
- Plan for missed check-outs. A missing OUT is the error you will see most often. The RSZ publishes a procedure for technical defects, negligence or errors on its Check in and out at work page.
- Keep your delivery data. At De Rycke, Suivo records departure from the depot, arrival at the site, start and end of unloading and departure from the site without driver input. Tags on the mixers detect the direction of drum rotation. That operational data is not a CIAO registration, but it helps you to check registrations and to settle discussions with a customer.
What must foreign (for example Dutch) suppliers prepare?
A Dutch concrete plant that delivers to a Belgian site in scope has the same registration duty. Three points need attention:
- Secured access. To use the RSZ online services, a foreign company needs a Belgian company number (KBO/CBE) and a digital key, such as itsme or eIDAS. Its legal representative then appoints a Chief Access Manager. Registration with the Crossroads Bank for Enterprises and obtaining a digital key take time, so start early.
- Declarations of works. The RSZ has announced that during Q4 2026 it will remove unsecured access to the declaration of works service. After that, a foreign contractor needs secured access to file, change or view a declaration.
- Limosa. Workers in international transport are exempt from the Limosa declaration, except for cabotage (loading and unloading within Belgium). Whether a plant that delivers and pours its own concrete falls under this exemption is not confirmed. Get written legal advice before you rely on it.
Under Checkinatwork, a posted worker can register by scanning the QR code of the Limosa L1 document. Today, CIAO users without a Belgian number log in with eIDAS or get a BIS number via Sigedis. Whether the Limosa L1 QR code will still work for construction has not been published yet. Our sibling article on the Belgian compliance calendar for foreign contractors lists the other dates to watch.
Should drivers register from the vehicle or from a phone?
The RSZ offers two channels. Workers can use the RSZ app on a smartphone (Android 8 or iOS 16 and later), and from April 2027 each person needs their own device for it. Or your system sends registrations through the RSZ REST web service, in which case staff can register with a badge, a track-and-trace system or another application. The RSZ adds that it does not certify any software supplier, and that using a supplier does not remove your own responsibility.
| Driver’s own smartphone (RSZ app) | Vendor app | Vehicle-based (black box plus ID) | |
|---|---|---|---|
| Hardware | Driver’s phone | Phone or tablet | Box in the truck, ID card or tag |
| Effort for the driver | Open app, select site, register | Depends on the app | None when linked to the vehicle; otherwise identify in the cab |
| Risk | Phone in the cab, forgotten OUT | Depends on setup | Must match the real arrival and departure |
| Fit for CIAO | Official channel | Through the web service | Wait for the RSZ device rules |
For Checkinatwork today, Suivo offers three methods: an app, a mobile site pole that reads the Belgian ID card and other identifiers, and a vehicle black box that checks in the driver and passengers automatically when they are linked to the vehicle and it enters the geofence around the site. See our solutions for ready-mix concrete. Suivo reports Check in at Work registrations directly to the RSZ, and from 1 April 2027 will register CIAO through the same connection. Once the RSZ publishes the construction details, we will help you choose which method fits each vehicle and each pump.
CIAO is an attendance registration. It does not replace driving time and working time records. Our article on time registration in Belgian transport explains how the two fit together. For the wider picture on IN and OUT registration, read whether a prikklok is mandatory in 2027.
Frequently asked questions
When does check in and out at work start for ready-mix deliveries?
According to the RSZ, registration of arrival and departure through Check in and out at work becomes mandatory for ready-mix deliveries on 1 April 2027. It applies to sites where the total works are worth EUR 500,000 or more, excluding VAT.
Do concrete mixer drivers have to check out?
Yes. From 1 April 2027, mixer drivers and pump operators on sites in scope register when they arrive and when they leave. They do this themselves, in real time.
Can the employer still register drivers in advance?
No. Under Check in and out at work, the person who does the work registers in real time, and the employer cannot register in advance. The employer must still provide a suitable registration device and inform the drivers.
Does check in and out at work apply to all deliveries on a construction site?
No. According to the RSZ, a delivery without placement is not work on immovable property, with one exception: ready-mix concrete, with or without placement. A truck driver who only delivers other goods does not register.
Does the RSZ approve software for check in and out at work?
No. The RSZ states that it does not certify any software supplier, even when the software uses its web services. Using a supplier’s software does not remove your own legal responsibility.
